    For most home owners a water level will prove to be the most effective and cheap way to get the pool site level. Then get a 2x4 half the width of the poll. Use a starting point at the center of the pool to spread your sand evenly. Making a Water Level This works for a round pool, if you have something else in mind just let me know.

    I would stake off a 2x4 on both sides that are level and use a squeed <spell check?>straight edge to level similar to spreading concrete

    Sand is fine for protecting liner of pool. About 2'' of sand. If used for leveling, will compress under rail and pool will not be level.

    To level pool, fined lowest point and level pool from that point by removing dirt.
