Can a man who has been called a unfit father by a North Dakota get any rights over a child?

He might be able to get supervised visits and maybe possibly allowed to particpate in going to school events and having a say in things.
But to spend time with them one on one NO.
IF the father can prove he is going for counseling and domestic violence classes or whatever and prove he has made progress he may be possibly able to regain his rights.
The court should have ordered any one or more of these.
He will still most likely get visits, perhaps supervised.
But he can change the problems, go to some type of classes, anger, parenting, stop drinking or drugs and so on.
Then he can go back to court to restore some rights
