I have a spa that has 2 hot wires and 1 ground # 6 wire size,how do I hook up a GFCI breaker to it if it does not have a neutral.

Just don't hook up the "load neutral", which is one of the screws on the GFCI breaker.

Hook up the pigtail to the neutral bar in the breaker panel.
