I don't know what you mean by looking at a property after a tenant moves out. Are you asking about the time frame for the landlord to check the property and return the security deposit or account for where the security deposit was used?

A pet deposit is extra money for the privilege of owning a dog. Depending on the lease it can be used ONLY for damages caused by the pet and if there is no damage it is refunded OR it is simply extra rent every month, non-returnable, the same as "regular" rent.

Laws vary, I've seen states with a 21 day requirement for the return of security, but no more than 30 days.

Right, and some States - I believe NY has not changed - require the accounting and refund (if appropriate) within a "reasonable time frame."
