Our fan has three wires, black, White & Blue. Our outlet in the ceiling has two blue and two black wires. We have two switches on the wall and no remote. We don't know what to connect to what.

Two blue and two black?? That is odd. Are you sure the blues are not really white?
Was something there before? How was it hooked up?

Ok, refreshed info:
2 white, 2 black in ceiling
Fan has: 1 blue, 1 white, 1 black
2 switches on Wall.
And, No, we are in Canada.
Do you pl;an to use the wall switch , pull chains or a remote to control the fan. At the fan black is hot for fan, blue is hot for light and the whites can all bundle together, they are your neutrals.
We will just use the wall switch, as there is no remote.
Is there more than one light that the switch controls? If not then one of the whites and blacks are probably a switch loop.
How were they connected before? :confused:
Remove switchs. Tell us what wires are there.

This is new wiring--the person who installed it is in Europe for quite a while yet.
One switch is to control the fan, the other to control the light in the fan.
Now we might get some where. The black wire from the switch that controls the fan goes to the fan black. The black wire from the switch that controls the light goes to the light. The white is a common neutral and green is your ground. For a moment , when you mentioned two switches , most of us probably started thinking 3 way switch which, as it turns out, is not the case.
Try:
Fan black to ONE ceiling black
Fan blue to the OTHER ceiling black
Whites together
Tell us if it works.

No, it was a new installation--a $5. garage sale fan, that's why we didn't have any instructions.
