    98 accord v6 won't start.
All lights work. Battery shows good voltage. New main relay put in. still won't turn over. No warning like dimming, sluggishness, or no start history

. Remove and fully charge the battery--the voltage may appear okay, but the amperage is likely very poor. Most auto parts stores will test and charge batteries for free.

. Read this link, if the problem persists:

Never jump start a modern-day car--a voltage spike could fry the ECM, damage the alternator, or knock out various sensors. When this happens, the damage is extensive and expensive to fix. The only safe procedure is to remove and charge the battery. Ensure battery and cable connections are clean and tight.
