91 Escort 1.8L, non-turbo, won't start and has "Fuel Cutout" displayed on dash. Can't find term in repair manual. Any ideas or spot on info?

91 Escort 1.8L, non-turbo, won't start and has "Fuel Cutout" displayed on dash. Can't find term in repair manual. Any ideas or spot on info?
. Reset the Inertia Switch, which may be located behind a panel on the right side of the trunk. It cuts off power to the fuel pump, in case the car is hit.
. Test all underhood and underdash fuses with a test light or multimeter:

. Consult the Owner's Manual for the location of the fuel pump relay. Carefully, remove relay and clean 5-pin connector of corrosion.
. Check the ignition switch for wear, pitting, or melting.
