I have a 14.5hp sears riding tractor woith a 42 inch deck

When I try to disengage my blades the handle gts stuck at the bottom and I can't finish disengaging

That tractor is pretty old and think your adjustments are out of wack. You can adjust the handle travel by adjusting the throw of the spring loaded moveable pulley on the deck.
