You will not to PAY taxes to two states. You WILL have to file two state income tax returns.
If you work in NY, have NY state taxes withheld. You will PAY taxes to NY state. When you file the NJ state rfeturn, you claim as a credit the state taxe you paid to NY on your NJ return, and it will completely offset your NJ state income tax liability. Even though you had no money withheld, you should get a mall $50 refund for the renter'/property tax credit.
