The retail business is a very tough business for a neophyte. I wouldn't do it.
But, I'm reminded of a corner in my town. One restaurant after another went broke on that corner. Anybody who KNEW anything, said that corner won't work for a restaurant...
Shortly thereafter, a great mexican food restaurant opened up there and is going strong to this day.
I don't think 250 people is a big enough market to sustain a small retail business, and most importantly, I don't know you. But, I've been wrong before.

1. what amount of income do you need to pay the bills, electric, rent and the such. And how much do you want to make.
Let us say for example that you make 50 percent on every item you sell, how many items do you need to sell to make money,
So if there is no more than 250 customers available, how much does each need to buy to pay your bills.
