My computer won't let me download anything even when I cutomize my internet options to enable downloads

Is there a net-nanny program installed? Is this a computer in your home, work, school or a library?

There are programs that can block any downloads.

This is my laptop there are no blocks on it

When was last time able to download

Any changes that either happened or that you perhaps made to your computer around the time that the problem started; particularly any Software or Hardware that you installed or setup.

Do you have a firewall installed? I used to use one called Black Ice or something like that and it would occasionally completely stop the computer from downloading.

Try resetting IE defaults as you mentioned you customized options
