    Can a convicted felon receive a passport to travel outside the U.S.A.

    Hi, rodbeard!

    I concur with excon. However, if the person is still under the terms of their parole or probation, they might not be able to get one until parole or probation has been terminated for them.

    Hello r:

    You can get a passport. But, Africa is a continent. There are lots of countries there each having its own rules. However, I'll bet most of the countries there won't even check.

    You can get a passport. So long as your parole doesn't restrict you.
