What makes someone judgement proof is a lack of non exempt income and assets.
BTW, I wouldn't be so quick to think so ill of the judge. Sounds to me like there was no proof one way or the other so the judge had to decide on more subjective criteria.

If there was no evidence and the Judgment went against your girlfriend, then reopened the Judgment on those grounds.
It would appear from my research that if your girlfriend has ANY assets, they can be liened/attached/garnishments filed.
Wanted to add here that there is no legal or official definition of judgement proof.
If you want to explain the case for us, maybe we can tell you whether the judge acted incorrectly or not. And whether there is grounds for appeal.
There is no such thing as judgement proof, anyone can have a judgement put on them.
Collecting the judgement is another issue.
But since a judgement can last for 10 years and be renewed another 10, they have to earn no money for 20 years
