    Is landlord required to install carpet?
    Is the landlord required to install carpet in an apartment that is above another one? I have neighbors upstairs that make a lot of noise just by walking around. Sometimes I can even hear the TV and loud talking. The walking is so loud sometimes (when they wear high heels) that it wakes us up early in the morning.

    No. Apartments are generally rented as-is. I don't know of any states that require a landlord to install carpeting. You pretty much take your chances on "stacked" apartments like that.
