Water in second floor toilet (bowl portion) is syphoned out and same toilet creates "gurgling sounds" during third floor, washer draining . More precisely, after the washer's spin cycle, any ideas what can cause this?

Hi Bill,
You've just described blocked vents. The solution would be to snake both the washer and the bathroom lavatory vent from the roof. Put out enough snake to reach each base and 29 feet more. Good luck, Tom
Tom is giving you sound advice. There is even a chance that you don't have vent for the washer at all... However, look for vents in the attic or roof and clean them...
