My DH cousin wants us to adopt her newborn baby in June. She live in another state. We agreed to it because I do not have any kids and have been trying for 11 years no luck. So I take this a blessing from God. What are the steps we don't have much time and I have a lawyer already in NC but being that the baby will be born in another state do I need a ICPC request before I can bring him home with us.

You need to ask your lawyer these questions.

Please be sure that your husband's cousin gets counseling, because even though the child may be a blessing to you, and she is trying to do what is best for the child--this is going to be a very hard, horrible time for her.

Of course each state has its own laws and I believe the adoption has to be done in the state where the baby is born and lives with the mother. So I would "quess" that you will need an attorney, ( or your attorney will use someone from the other state) to file there, ** but then double check with your attorney

Ask your attorney to recommend a lawyer in the area your cousin is in. They (along with your attorney) should be able to answer all your questions. Do you have a homestudy started?

I have not had a homestudy done yet. I am going to see my lawyer tomorrow so I can get the ICPC form started along with the homestudy.
