My husband has two city warrants on him right now, and the cops keep coming to our house trying to catch him. Is there any way for him to pay the warrants(fines) or is the only opption going to jail?

Depends on what the warrants are for. Please give us a little more info on this scenerio.

He got pulled over for driving with a suspended licences and not having a tarp on the load he was carrying on the back of the truck - he was arrested but they released him on his own signature(I guess) and was told to go and pay the fines (like $900)in payments of $100. When he took the first $100 up there the judge on call-said that the judge that released him didn't remember or didn't have it recorded and that she would hafe to re-try him I guess before they could accept the payments. This happened a little over a year ago. And now they have been to our house like three different times looking for him.
