I have removed very old vinyl tiles in basement and would like to paint over the black glue which is hard and shiny.

Scrape as much of the glue up as you can. A concrete apoxy type paint like what you would use in a garage may work.

By chance those tiles you removed weren't 8"x8" were they? Reason, they may have been asbestos tiles. Just looking out for your health.
