If the outlet is going to be hot 24/7 what will the switch control?

You will have to think of the device as two separate items. Wire the receptacle as normal. If the outlet is feeding the switch, the hot wire on the outlet will jumper to one side of the switch, the other side of the switch will go to the load. Most of these devices, such as one you would buy at a home imporovement store will have a schematic on the packaging.
