    Should an employee that has a f-1 visa pay fica and medicare? Should an employee that has a h1b visa pay fica and medicare?

    H-1B must work and pay taxes, etc. That's why US let them in..

    F-1 holders are not allowed to work in US except working on campus not exceed 20 hours/week.
