I am 28 years old and my Step Father and mother have been together for 20 years and celebrating there first years wedding anniversary tomorrow, and me and my step father have been chatting a couple of times about him adopting me and me taking his name, now my step father has help raise me since I was five years old and my biological father is not on my birth certificate and has never really been part of my life or contributed anything to my upbringing, I am living with my partner in an apartment so I am independent, will this be an easy process and will I have to try and get in contact with my biological father for this, please give me some advise on what to do next as I would like to make mine and my step fathers wish on becoming father and daughter.

Since you are an adult you do not need your parent's permission. This should be a fairly simple process. Your step father just files a petition in Family Court to adopt and since this is agreeable to both of you, the court should just sign off on it.
