You have to do a lot more than just publish it, first that does not make you divorced, it merely is how you notify the other party to the court hearing.

You will have to file for divorce where you live, you will have to follow all of the steps required to find the ex. If he can not be found, you then publish notification in the paper before you go to court.

The cost to publish it can be great, since the court will require it in specific papers.
