Didn't I hear recently that the President lowered the age to cash in 403bs without penalty to 55 years of age, and turning 55 anytime this year would qualify?
No - you can take a distribution at age 55 only if you are separated from service (from the organization where your 403(b) is located) in the year you turn 55 or older.
Remember - it's not the President who makes up the rules here - it's congress and so far they have done nothing to change the rules.
