I am an international student (visa F1). Last year I filed tax forms by using turbo tax (1040 rather than 1040-NR and form 1). The federal tax form was approved and I got $300 rebate, but state tax form (Mass.) was rejected by something wrong with HC form. So what form should I use to correct the mistakes?

For the federal return, you will need to amend the 2007 return using Form 1040X and attach a properly-prepared Form 1040NR-EZ plus Form 8843 to the Form 1040X.

To fix the Massachusetts return, I would need to see the 2008 MA Form 1099-HC to determine the error.
