The LL can cash a security check the moment you hand it to them. They do not hold a check this long usually. Its now April, have you terminated your lease and have you received a refund on your security?

Yeah... It doesn't matter that they cashed the check... What DOES matter is whether you've received it back, or at least an explanation, along with invoices, of WHY you didn't get it back...
I don't know what state you're from, but I only know of some where the landlord is allowed 45 days. Most states require the landlord to respond within 30 days.
Go find your state at the top of the real estate page and read your state law. If your landlord violated the law, sue him in small claims court. Some will award you TRIPLE your deposit if the landlord breaks the law.
