I may have found the water problem which could be the valve shut=off to the water heater; it just turns and turns and keeps on turning! Does this mean new valve only or new water heater?

Was the valve shutoff before? The valve has nothing to do with a New heater. Was the valve shutoff before and if so why? If this is a valve with a stem/shaft then that stem is broken inside and needs replaced.

The question was it broken in the on or off position?
