If a judgement lien was placed on my property ( civil court).. I know I can't sell the property, but can I borrow if I have enough equity? ( that way I could pay the debt)

Quick answer... Nope... You have to pay the lien on it before it can be refinanced or any type of second mortgage can be placed on it.
FYI: you are selling the property when you refinance it. You are selling it to the bank as of the date of the new loan closing! ;)
