I am study in the college, and I love one girl, but one problem, her brother is also in my college, and I also don't know if she love me, or not. So what can I do? Tell me how can I propose to her?

Take an English class in college. No offense, but your post is absolutely insane and I have no idea nor clue what you are trying to ask. What college are you in?

Secondly, are in you're a relationship with said girl? I am finding it hard to believe you want to propose to a girl you don't really know that well... perhaps you are jumping the gun a bit..

Why is her brother being at your college an issue? Why don't you know how she feels about you?? Where is she??
