There is no way to do this. You will have to shut off the entire house. You need to install individual shut offs for the toilet and sink.

You don't! If there's no angle stops on your fixtures the only way they can be serviced is by shutting off the house stop or closing the meter stop. If the job will take longer then a day the lines will have to be capped off at the end of the day if you want water that night. Good luck, Tom

In addition to the valves under the fixtures, I would also suggest adding valves on the hot and cold risers in the basement (or lowest level) so that when you finish the installation you do not have to shut off the entire building again. You can just shut off the branch lines going to the bathroom
