I'm a California resident, US citizen, getting a doctorate in the UK. I need more time to finish, and I know that it's substantially cheaper to renew in the home country (by >£200).

1) Can I do this in San Francisco, my official home, or do I have to renew in LA? (I currently am living/studying in London).

2) How long will it take? Will I have enough time if I'm there for only a week? I'll need my passport to leave, of course.
