Could possibly be an allergic reaction to a soap, laundry detergent, or clothing material.
If you live in a colder climate it could be extremely dry skin which gets irritatingly itchy.

A fungal infection of the skin of the breasts and surrounding areas can cause a severe itch.
You could try an anti-fungal powder like Candid powder.
If your itching reduces, it has to be fungal in origin, in which case, you can continue to use the powder for 3 to 4 months, which is the time needed for the skin to heal.
