    Hi Geborat...

    It is possible that the refill tube from the fill valve has dislodged from the overflow pipe in the center of the toilet tank and that would reduce water flow for sure.

    It is also possible that the fill valve is plugged with some sediment... happens quite a bit

    Let me know if the inside of the toilet tank looks like my picture below. Check out the refill tube... let me know.

    It sounds like you have a valve made by fluidmaster, they are notorious for getting to the point that they will not refill. If you want to repair the valve yourself start by turning the water off to the commode. You can look at the picture above and locate the cap, you will find a diaphragm under the cap and then go further and remove the piece that the arm is connected to. You remove this by holding the arm in the upward position and while holding the body of the valve in the other hand, turn the arm in a counter clockwise rotation, lift and you will see the neoprene diaphragm. You can by a replacement at almost all hardware stores.
