My girlfriend lives in an apartment where the area is not safe. People from the complex next door come through the non repaired fence and use the pools in her complex. Also the apartment next door to her was broken into and the occupants were strong armed at gunpoint. She has expressed her concerns before this to the landlord and now she want out. Are there provisions in FL law to break a lease based on safety?

No, there aren't. However it might be included in the lease something about the apartment being responsible for enforcing the rules such as the pool usage.
