My mother passed away in 1999, she did not leave a will. I was living in the house with her at the time and am still living in the house today. It is still in her name and so are the monthly bills that I pay, as well as the taxes every year, however, the house is paid off. If I have no right of ownership who douse and who ownes the house?

For sure the house must have been mentioned in the inheritance procedure ?

I'm assuming that her estate didn't amount too much and was not probated. Are there any other relatives, that might have a claim against her estate? What state do you live in?
