I remember this movie about a bunch of circus freaks that were pretty much trapped in by an evil MC. It had a worm guy I think and I remember the main boy who was not in the circus had red curly hair. I believe he tried to save them. I also remember a sceen where the MC like guy was holding a meeting to boardmembers of somesort and they were all controlled by strings like puppets. Please answer my question
