I have a 96 windstar and need to get an inspection sticker, however the speedometer do not work for watever reason, dose the speedometer need to work to pass inspection?
Probably a dumb question but I thought I would ask anyway

One simple way to find out... go get it inspected. If it fails, you will be given a temporary sticker and will get it reinspected after repair.

But they do the inspections in a garage, so unless the computer reports it as failed, I don't think it will show up.
