My daughter is having a very small wedding... 16 people in total including wedding party. What I was wondering was that is a shower appropriate giving that so many people extended family not invited?

I believe you should keep the shower limited to the people invited to the wedding. It could be more like a co-ed get together for both the bride and groom, since there are not a lot of people.

If you prefer to do it just for the girls, then just have an intimate gathering. You could also invite other friends and family, but state that their presence is their gift.

Do not invite people to the shower that are not invited to the wedding. If they are not important enough to be included in the wedding, then you should not expect them to give a gift.
