    Is the Hard Drive connected to a PC as of main HDD or externally connected?

    If connected as main HDD, then all you need is a bootable CD with FDISK DOS feature or else Windows XP or later has the feature to partition & format a newly installed Hard Disk.

    Put your Windows XP CD and boot your computer from CD "If the HDD you are trying to partition is the main HDD for that computer".

    When boot is successful, then you need to follow the instructions. You can go through the instructions on the installation page and the status bar of your computer (The belowest line on your computer screen while installation is in progress)

    Connect to your Hard drive to your PC and take a OS bootable CD and then insert in the CD/DVD ROM and follow the setes, you will find the partition space option select that and crate the partition according your need.
