You can start the relative petition process for her as the spouse of an LPR, filing the I-130 creates a priority date for her. This is her place in line for the preference petition, but it is a second preference, first sub-preference (FB-2A). During the time you are waiting for her PD to come current, she doesn't get an EAD to work, so she must continue her F-1. NB, filing the I-130 may negatively affect extension of her F-1 student status or issuance of the F-1 visa.
