How do I remover the plastic handle to look inside? There is cold water but no hot water

You pop off the insert and unscrew the holding screw. You then have to shut the water off and remove the cartridge Remove the screw and pull off handle assembly.
Remove retainer clip (copper horseshoe shaped clip) and pull out cartridge with channel locks, pliers, or cartridge puller. Check and nclean the inlet ports on the cartridge,(see image).
Reinsert retainer clip and screw in handle assembly, followed by the cap or insert button. Turn water back on. My company uses Moen valves on all their new construction. Moen makes a "cartridge puller" That will get those stubborn cartridges out of the valve body if you have a problem. Good uck and thank you for rating my answer. Tom
