I have a 1992 Grand Marquis that once started will not come out of park. You must start it in neutral then put it in drive. Is this common? Is there some kind of a lock out switch?

I have a 1992 Grand Marquis that once started will not come out of park. You must start it in neutral then put it in drive. Is this common? Is there some kind of a lock out switch?
Our 1994 Grand Marquis will not come out of park until you put your foot on the brake. It's a safety feature.
