I have a lose toilet and noticed that one of the floor bolts is out of the floor. Can this be put back in the floor without removing the toilet and having to replace the wax seal? It sits on a tile floor. Thanks

The answer is no. You will have to take the commode up from the floor and replace the bolts and a new wax ring... Now I have an idea that you have more of a problem than just the bolt coming out of the floor. I feel that you have a flange and it is either broken or rusted so much the bolt will not stay in plac.
Let me take letmetellus answer a step farther. If you find a broken flange when you pull the toilet they make a repair kit, (see image) that replaces a broken slot. This saves you the hassle of replacing the flange. Good luck, Tom
