This is what I do. I downloaded a freeware photoshop type program called paint.net. It's website is Paint.NET - Free Software for Digital Photo Editing. With it, you can open the photo and then specify the size of the photo by resizing it.
Go to "image>resize." You can enter the pixel dimensions you want. A rule of thumb is:
W1280 X H1024: large. W1024 X H768: medium. W800 X H600: small & W640 X H480 very small.
Write those numbers down, I have them written on my wall. Keep in mind that if you resize from small to big, you Will not get a quality picture. Just save the picture again (rename it by adding a 2 if you want to keep the original.) This software is very good at doing stuff that photoshop does, and comes with a beginners friendly tutorial.
There is a windows photo gallery program on vista computers, but I prefer this method.
I forgot to tell you. 72 pixels equals one inch, so if you divide any of these numers by 72, it will give you a rough idea of how big the picture is in inches.
Hi, neednadvice!
Just to add to the programs that you might want to consider using here, one that I like is IrfanView. It's free and can be found via clicking on the following link.
IrfanView - Official Homepage - one of the most popular viewers worldwide
It's one of a number of free photo displaying and editing softwares that I have in my computer.
Thanks!

There is also a site which I just found, but haven't used, that you might want to check out. Came upon it by accident when looking for something else. The link to it is below.
Resize Images online
Here is a quote from the site.

Welcome to Shrink Pictures. As an admin of a large Forum, we have a lot of users who have almost no graphics skills or knowledge. This website was created out of frustration of users asking questions like How do I resize images? How do I make images smaller? And How do I shrink this picture for an avatar? So, we created the Shrink Pictures tools that are no more difficult than posting in a Forum and now anyone can resize Images and Digital Pictures.
Ha ha, nah I'm a computer geek gal, who is majoring in an A.S. as an Internet Systems Administraitor. But I'm thinking of converting over to web design. My nickname comes from the 50's, 60's rock star by the same name. My usual nickname, "big" is taken by somebody else. I was asking from work about my car, and it was lunchtime, so I had to come up with something on the spot...
Thanks for the explanation, BIGBOPPER! It's nice to know a little bit more about you!
Gimp is a nice program allows you to crop and resize photos and lots of other advanced features. You can resize by percent, pixels, inches or metric measurements. It will preform most of the task of Photoshop and is free. It is not Photoshop but it is a powerful tool.
