I have a problem in my tri-level townhouse. 2 out of the 3 bedrooms, which are on the top floor, produce very little air-movement from the ducts. All the other rooms in the house, including the master bedroom on the same floor, all heat/cool efficiently. So I end up having to run the heat at a higher temp in the winter and the A/C at a cooler temp in the summer.. Apparently it is common in most of the units in my complex. Poor design/workmanship I guess. The furnace (in the basement) and A/C are both less the 5 years old and I did have them checked out by a plumber and he really didn't want to get involved... I am not too sure what to do at this point so I am hoping for some good advice from the experts...

You may be able to adjust the vent dampers to equalize the system. You may also be able to up the blower speed on the furnace. Just some thoughts, but it is really hard to say without knowing what the ducting is like and being there to see it first hand.

First and foremost make sure you keep a clean filter,, when dirty it will cut down on the air-movement, also you might not have enough return air,, starving your system

The filter is clean. I change it about every three months... How do I increase the amount of "RETURN AIR???"

Has this been a problem from when it was new,, or is it a matter that just started up?

The first thing that you can do is check inside the vent in the rooms and see if there is anything in them. The second thing, is install an internal fan inside the duct work- it'll be on separate wiring and it'll pull the air up to the third floor because it sounds like overtime your blower motor has decreased in power like a car engine it loses power over time. Or you can have a new blower fan installed, so it pushes the air throughout the house not just to certain areas.
