What is legal with changes in salary
Is it legal to change someone's salary to a lessor amount without notice?

Legal, I don't know. Sure is unethical...

    Is this homework?

Need more info to determine what is legal. If your paycheck is suddenly "short" and you worked the hours without realizing your salary had been reduced, I'd say you definitely have a claim for the difference.

From that point on, though, it's employment at will.

Not without notice, but they can reduce your salasry if you are not under contract.

Is this a permanent deduction to the hourly wage or is it a deduction for something else?

If it is a permanent deduction to the hourly wage the employer must tell you before any work is performed at the new wage in order that you can have the option not to work at the new wage.

If it is a one time deduction you need to find out from Payroll what it is for and than determine if it is legitimate or not.

I agree with the other poster, more information as to the kind of reduction would be helpful.
