I have a new pump tank. When I turn it on it stays on for about 3 seconds and the water comes out , but then stops and then a few seconds later the pressure goes back up and the water comes out again. It doesn't feel like there is water in the tank. What should I do and how can I fix the problem so the water stay on and can be used so I can water my garden more than a few seconds at a time. :(

If the tank you are referring to being the well/pump expansion tank should only be filled with water part way when pressurized. It sounds like the expansion tank and the well switch are not balanced in Psi. If the well switch kicks on at 30lbs then the tank pressure at that time should be 28 lbs. If the pump shuts off at 50lbs then the expansion tank should be pressured with air at 48 lbs If the balance is not there then you probably have " quick cycling"

Do you have a new pump or a new pressure tank?

This tank's called a "bladder tank". It must be set with the power off and a cold water faucet opened to bleed the pressure off. Look on your control box for the "cut in point" (the lowest number). M If you have a 30/50 box the 6tank pressure should be set at two PSI under that point which would give you 28 PSI for your tank pressure.
