    How old are the fixtures?
A certain batch of electronic ballasts from a few years ago were notorious for failures.

A shared neutral circuit is fine for lighting, and is very common in commercial applications.

Stan is right about the ballasts.

Sylvania Quick Tronic ballasts are notorious for failure. However, they are good about replacement. If it is a Sylvania ballast contact them and they will replace it for you with a good validation date.

I hope this helps you out.
