    The EAD is a US work authorization for someone in an L-2 status. If you are not in the US, regardless of whether you have the L-2 visa, you are not in L-2 status, because you are not in the US.

    After you enter the US, and have the L-2 annotated I-94, you apply for the EAD on form I-765, the instructions have the filing address and fees. It usually takes 90 days to get the EAD. After that you get EAD, apply for your SSN and you are elibible to work in the US.
