    You will have NY state taxes withheld, as you will have to pay NY State non-resident income tax. You may also opt to have PA taxes withheld if you think that you will also owe PA on your NY income, or if you have other income sources. PA's tax rate is lower than NY's (3.07% in PA versus 6.85% in NY), so if your only income is from your wages in NY then you will likely owe very little, if anything, to PA.
