I'm assuming your talking about a boot password(before it gets to windows) if you don't know it and a blank password(just hitting enter) doesn't work and your BIOS is locked then your only option is to take the laptop apart and take out the CMOS battery to flash your BIOS and get rid of the boot password. If your talking about a windows password and again enter is not getting you in then download bartPE(Bart's Preinstalled Environment (BartPE) bootable live windows CD/DVD) and make a boot disk and use it to change or remove the password(you will need a blank CD-R and a CD burner for that fix).

On some of the newer laptop removing the cmos battery no longer resets the password. This was done to make the laptop unusable if stolen. If removal of the cmos battery does not work, you will need to replace the system board in the laptop which will require you to send it in to toshiba or find one online.
